The Most Devastating Decision: SISP Founder Withdraws “Operation Bangladesh” Following Fraud, Institutional Corruption, and the Destruction of a Historic Humanitarian Mission
January 1, 2026

This page documents SISP’s formal legal efforts in Bangladesh and the subsequent transition toward international accountability mechanisms.
Shaker International Scholarship Programs (SISP) was founded on trust, service, and a deep belief in justice.
As an organization committed to uplifting communities and supporting education in developing regions, SISP initially placed full confidence in local legal systems when criminal acts were committed against the organization in Bangladesh.
That trust was honored through every lawful channel.
Over a period exceeding nine months, SISP pursued justice formally, transparently, and respectfully within the Bangladeshi legal framework.
Engagement with the Bangladeshi Legal System
Acting in good faith, SISP retained a licensed Bangladeshi attorney:
Mr. Abdus Sobur
Attorney-at-Law, Bangladesh
The organization fully cooperated with all legal procedures and submitted:
All legal fees were paid in full.
The objective was simple:
To allow the justice system to review clear evidence and act accordingly.
Prolonged Investigations Without Outcome
Despite the volume and clarity of evidence, authorities consistently stated that the matters remained “under investigation.”
After more than nine months:
Investigative authorities — including the Police Bureau of Investigation (PBI) — repeatedly requested information unrelated to the core criminal matters presented.
In multiple instances, the case was improperly reframed as a minor internal dispute rather than alarge-scale international crime involving fraud, cyber sabotage, and institutional destruction.
Direct Statements from the Accused
During this period, individuals responsible for the fraud communicated through intermediaries, asserting that:
These communications further undermined confidence in the integrity of the investigative process.
Breakdown of Legal Representation
After months of inactivity, SISP’s retained attorney ceased communication for an extended period.
Upon re-establishing contact, responses became inconsistent and evasive, disconnected from the progress expected in active proceedings.
This sequence strongly suggested external pressure, withdrawal, or interference that prevented proper legal advocacy.
At this stage, SISP concluded thatmeaningful justice within the domestic system was no longer possible.
Loss of Confidence in the Domestic Justice Process
After exhaustive cooperation and respect for procedure, SISP formally lost confidence in the ability of the Bangladeshi justice system to fairly address the crimes committed.
The absence of action, minimization of serious crimes, and apparent protection of responsible parties made institutional accountability unattainable through local channels.
Transition to International Legal Action
SISP has therefore initiated the process of escalating legal matters through appropriate international and United States federal legal frameworks.
Future actions will address:
This step reflects:
The Principle Moving Forward
Resolution will not be measured by the return of stolen funds.
The damage extends far beyond financial loss, including:
True resolution requires accountability.
Justice requires consequences.
Closing Statement
SISP entered Bangladesh with trust, goodwill, and a mission to serve.
The organization exhausted every lawful avenue within the domestic justice system.
Having done so without meaningful response, SISP now proceeds through international legal mechanisms to ensure transparency, accountability, and protection of humanitarian work.
Service must be protected by justice.
Compassion must be safeguarded by law.
Integrity must be defended without compromise.
